MISSION and OBJECTIVE of CSC SCHEME

CSCs   are   envisioned   as   the   front-end   delivery   points   for   government,   private   and social   sector   services   to   citizens   of   India.   Further,   CSCs   will   deliver   services   in   the areas   of   telecom,   agriculture,   health,   education,   entertainment,   FMCG   products, banking   and   financial   services,   utility   payments,   etc.   Each   CSC   is   expected   to serve   a   cluster   of   6-7   villages,   thereby   covering   more   than   six   lakh   villages   across India.    Under    the    project,    the    idea    is    to    facilitate    a    platform    that    will    enable government,   private   and   social   sector   organizations   to   integrate   their   social   and commercial   goals   and   take   the   benefits   of   information   and   communication   tools (ICT) to the remotest corners of the country.

ROLE of VILLAGE LEVEL ENTREPRENEUR (VLE)

The VLE is the key to the success of the CSC operations. While content and services are important, it is the VLE's entrepreneurial ability that would ensure CSC sustainability. A good VLE would not be one who has financial muscle only, but somebody who has entrepreneurial traits, strong social commitment as well as respect within the community. The quality of service at the CSCs would be as effective as the quality of VLEs running them. Selection and proper training of the VLE therefore would play a vital role in making the CSC success. Common     Services     Centres     Scheme,     implemented     under     the     National     e- Governance    Plan    (NeGP)    formulated    by    the    Department    of    Electronics    and Information    Yechnology    (DeitY),    Government    of    India,    the    Common    Services Centers      (CSCs)   are   ICT   enabled   front   end   service   delivery   points   at   the   village level/   ward   level   for   delivery   of      Government,   Financial,   Social   and   Private   Sector services    in    the    areas    of    agriculture,    health,    education,    entertainment,    FMCG products     (Cement,     Iron,     Fertilizers),     banking,     insurance,     pension,     utility payments, etc. Service Delivery through CSCs   Today,   CSCs   are   delivering   a   variety   of   services   to   citizens   in   rural   India, changing   the   way   they   learn,   communicate,   manage   their   livelihoods   and access government, health, and financial services. State    Governments    across    India    are    leveraging    the    Common    Services Centers   for   improved   access   to   public   services   in   rural   India.   Currently, over   50%   of   transactions   completed   at   CSCs   are   for   various   Government services. One    of    the    key    focus    areas    for    the    CSC    Scheme    has    been    to    ensure financial   inclusion   through   the   network   of   CSCs   in   rural   areas.   CSCs   across the   country   are   providing   financial   services   including   banking   (as   banking correspondents),   micro-finance   and   insurance   service,   with   over   20   lakh transactions   being   under   taken   at   CSCs   each   month.   They   are   also   actively involved   in   spreading   awareness   about   various   banking   services   in   rural India. Services currently being offered through APNA CSC portal are: G2C Services (Government to Citizen Services)    Pan Card Services    E Adhaar (UID) card Services    Electoral Services    PFRDA( pension fund services)    Passport services    State G2C services (Income, Resident, Caste Certificates e.t.c.)    Cement    Iron    Fertilizers B2C services (Business to citizen services)    Mobile Recharge    DTH Recharge    PSC bazaar    IRCTC & Bus Ticketing    Bill Payments    E Learning    Insurance    Banking    Air travel NIELIT Services(DOEACC)    NIOS Services (national institute of open school)    IGNOU Services
